Carlsbad is located in the Chihuahuan Desert.  The desert receives an annual average of 12 inches of rain a year, making the two major rivers running through the area an important part of the local ecosystem.  Having a clean and safe water source is a major part of keeping this ecosystem healthy, not only for the local plants and animals that inhabit the area around the rivers, but also for the farmers who use the water as irrigation and to the patrons who use the rivers' many recreational uses such as swimming, fishing, boating, or hiking.
